I gave Kabbas Restaurant a try with a vegetarian friend who was craving mango sticky rice and ended up having a rather pleasant pad thai with tofu. Kabbas Restaurant is priced on par with Phnom Penh standard food pricing (~1600 KHR / ~$4 USD per plate) and the food was tasty! It's right around the central bar / hostel strip of Phnom Penh.
